Team Members
Natalie Moulton-Levy, MD, JD
Founder & Executive Director, Chief Attorney
Dr. Moulton-Levy is a board certified physician and attorney with 20 years of experience. She has witnessed firsthand the inequities in healthcare, particularly during the COVID-19 pandemic, when low-income Black and Brown patients were often denied life saving care. Motivated to address these issues on a systemic level, she earned a law degree to take an intersectional approach to healthcare justice. Through HJI, she advocates for equitable access to physical, mental, and gender affirming care for all New Yorkers.
Eilah Wahlin
Community Outreach Director
Eilah Wahlin is a recent Tulane University graduate with a B.S. in Psychology and a B.A. in Sociology. She is now pursuing a M.A. in Forensic Psychology at John Jay School of Criminal Justice. She has extensive experience working with nonprofits in New Orleans, focused on community outreach and advocacy surrounding social justice and health equity. Eilah’s previous experiences have influenced her passion for racial equity, criminal-legal justice, and community driven solutions to systemic inequities.

Willis Gee
Chief Information Officer, Simpson Thacher & Bartlett LLP – Member
Willis Gee is the Chief Information Officer at Simpson Thacher & Bartlett LLP, responsible for defining and executing the firm’s global technology strategy. He has held senior executive leadership roles at Fortune 500 companies such as Anthem Inc., Cigna, and Chubb Limited. Willis holds a B.S. from The College of William & Mary, a Master of Health Administration from Virginia Commonwealth University, a Master of Science in Information Systems from Drexel University, and a Doctorate in Global Public Health from Arizona School of Health Sciences.
Megan Moulton-Levy
Senior Director, USTA – Board Chair
Megan Moulton-Levy is Board Chair of the Health Justice Initiative and Senior Director of Venue Optimization at USTA National, building and leading an internal consulting division. Over a decade at the Junior Tennis Champions Center, most recently as Vice President, she built academic support, college advising, and workforce development programming that used tennis to attack the social determinants of health. She previously served as an officer of the USTA Board of Directors — the first active elite athlete to hold that role. A former top-50 WTA doubles professional and William & Mary Athletics Hall of Famer, she holds an MBA from the Mason School of Business.
Rosslyn Ortega
Director, NC DHHS – Member
Rosslyn Ortega is a healthcare operations executive whose career sits at the intersection of technology, strategy, and equitable access to care. She currently serves as Enterprise eMerge Director at the North Carolina Department of Health and Human Services, leading an Epic electronic health record implementation across 13 state-operated healthcare facilities. Her prior roles span large-scale digital transformation at Accenture, growth strategy and executive leadership at the Latino Surgical Society. Rosslyn holds a B.S. in Finance and Marketing from Syracuse University and is completing her Executive MBA at NYU Stern School of Business. Across every role, she has been driven by the same conviction: that operational rigor and technology strategy are most powerful when they’re built to serve the communities that need them most.
Courtney Portell
Virginia School System – Secretary
Courtney Portell is a dedicated school counselor with over 13 years of experience supporting students and families in Virginia. She holds a Master of Education in School Counseling (K–12) from James Madison University and a Bachelor of Arts in Sociology from The College of William & Mary. Courtney combines her passion for student advocacy with a strong foundation in social and emotional development, helping young people navigate both academic and personal challenges.
Dr. Cherrie Short, CBE
Public Health Expert, New York University – Member
Dr. Short is a Senior Fellow for Global and Community Strategy at NYU’s Silver School of Social Work and Wagner School of Public Service. An experienced advocate for social justice, she has contributed to major social policy changes in the UK and the U.S., focusing on human rights, migration, and incarceration. Dr. Short was honored with a Commander of the British Empire (CBE) award for her public service.
Dr. Flavia Tingling DDS
Dental Professional, Private Practice – Member
Dr. Tingling is a pediatric dentist and owner of Destination Smile in Lorton, Virginia. She completed her Pediatric Dentistry Residency at St. Barnabas Hospital-New York Presbyterian Weil Cornell and a General Dentistry Fellowship at Columbia University School of Dental and Oral Surgery. Her genuine love for children drives her dedication to pediatric dental care.

The Associate Board brings together young professionals who are passionate about using their skills to give back to the community. Members serve as advocates for the organization’s mission and help raise funds to support its programming and impact.
Elza Antoine
Strategic Analyst – Associate Board Member
Elza Antoine is an analytics, data, and finance professional at the New York City Economic Development Corporation, where she uses data to support economic and operational decision-making. She is particularly interested in the intersection of data, finance, and public health, with a focus on population-level outcomes and applied analytics in government and city systems.
She earned her Bachelor’s degree in Health Sciences from Stony Brook University and is currently pursuing a Master of Science in Population Health Informatics to deepen her expertise in using data to improve public health insights and outcomes.
Jay Baker
Attorney – Associate Board Member
Jay Baker is an attorney licensed in Utah with over seven years of experience in healthcare. He earned his Juris Doctor and Master of Business Administration from the University of Montana, where he served as Managing Editor of the Montana Law Review, worked as a Teaching and Research Assistant in Contract Law, and interned with both the Montana Supreme Court and a major medical device company. He is currently completing an administrative fellowship with the University of Utah Medical Group, focusing on healthcare transactions and innovation.
Oyemwen Edebiri
Educator – Associate Board Member
Oyemwen Edebiri is an educator and professional learning manager with over seven years of experience advancing instructional excellence and equitable education. She earned her Master of Public Administration from Johnson & Wales University and is currently pursuing a Doctorate of Education in Leadership and Organizational Innovation from Marymount University, where her research focuses on systems that strengthen educator development and student outcomes.
Tyler Foster
Justice Reform Advocate – Associate Board Member
Tyler Foster is a law student, community organizer, and formerly incarcerated advocate for criminal legal reform. He attends the University of Memphis Cecil C. Humphreys School of Law on a full-tuition scholarship, where he is a Humphreys Law Fellow and has received multiple academic awards. He co-founded the Transformative Justice Initiative, a student-led organization committed to preparing students for careers as movement lawyers and public defenders. Before law school, Tyler worked as a community organizer and criminal defense paralegal/investigator. He earned his B.A., summa cum laude, from the University of Memphis.
Beisi Huang
Social Worker – Associate Board Member
As a licensed clinical social worker, Beisi brings in over a decade of solid experiences in direct services and nonprofit leadership, primarily in New York City. Anchored at the experience of working with survivors of gender-based violence, Beisi brings her passion and expertise into broader missions that address the social determinants of health and broader social justice with the hope to build a better system. Beisi holds a Master of Social Work and a Master of Public Health from New York University, and a Bachelor of Arts in English from Shanghai Normal University in China.
Emily Kaminsky
Health Educator – Associate Board Member
Emily Kaminsky is a health educator and research program manager with seven years of professional experience ranging from early-childhood education, to public health, to health disparities research. She earned her Master of Science in Global and Migrant Health Policy from the City University of New York Graduate School of Public Health & Health Policy. Currently, she manages multiple federally funded research programs at Hunter College. She is a published researcher, with interests including undergraduate research training, cancer health disparities, global education and training, and community outreach.
Kristy Miyashita, MS, BSN, RN-BC
Registered Nurse – Associate Board Member
Kristy Miyashita is a board-certified Registered Nurse from New York who brings diverse patient care experience across multiple healthcare settings. Her community health work began in Paraguay as a Peace Corps Community Health Volunteer, and she has since progressed through roles in oncology and community/public health. Kristy earned her master’s degree in Global Conflict & Human Security from the University of New Hampshire, with a focus on health security. Her work centers on noncommunicable disease prevention and the ways social determinants of health and various forms of insecurity shape health outcomes.
